सरकार की योजना और लोगों की आकांक्षाके बिच दूरी कम करनाके लिए एक नयी योजनाका प्रस्ताब रखा गया जिसमे जनता की भागीदारीको महत्व दिया गया I
To reduce the gap between the Governments’s planning and people's aspiration a new level of planning is introduced which considers people’s participation in the planning process. Local area Planning comes after Master Plan and Zonal Plan for the city.
LAP क्यों….. ?
74 वें संशोधनमे सरकारने भौतिक योजनाको स्थानीय सरकारमे स्थान दिया इसके बावजूद डीडीए मास्टर प्लान योजना और क्षेत्रीय विकास योजनाका निर्माण क रता रहा, इस अंतर कम करनेके लिए LAP को मास्टर प्लान में प्रस्तावित किया गया I
Created in 1955 , DDA continues to Prepare Master Plan, Zonal Development Plans etc. in spite of the 74th Amendment which brings physical plan under the local government. To address this anomaly, LAP is proposed in master plan.

पेशेवरों / एनजीओ / लोग / हितधारकों की राय लेकर वार्डका अध्ययन करके LAP तैयार किया जाता है जो दिल्ली नगर निगमको जाता है और राज्य सरकारसे दिल्ली नगर निगमको अनुदान उपलब्ध होता है I
A study of ward is done by professionals /NGO /students taking the opinion of people/ stakeholders and the LAP is prepared which goes to the MCD and the state govt. provides the funding to MCD.

यह अध्ययन किसी भी लोगोको आराम की जिंदगी जीनेके लिए, सामाजिक और भौतिक आधारभूत सुविधाओंकि जरूरतोके आधारपे किया गया है I
The study has to be done based on the basic amenities needed –social as well as physical- for any human to live a comfortable life
